Platform Experts and Excel Switching Provide Cost-Effective Broadband Telephony Solution for CLECs Migrating from UNE-P

- Feature-Loaded, Integrated Solution Leveraging Excel’s Open Gateway, Lowers Entry Barriers for CLECs While Enabling New VoIP Services–

Comptel/ASCENT Spring 2005 Conference & Expo, New Orleans, L.A. – February 14, 2005 – Excel Switching Corporation, a leading provider of carrier-class, open services platforms, media gateways, and media servers, (www.ExcelSwitching.com) and Platform Experts, Inc. (www.platformexperts.com), a provider of customized next generation telephony solutions announced today immediate availability of a carrier-grade Voice Over Broadband offering for small to mid-sized CLECs. Excel will be exhibiting at Comptel/Ascent and discussing the implementation at Booth #126 and in the show’s VoIP Showcase.

In-Stat reported early this month that the overall percentage of companies using VoIP broadband communications quadrupled this year, growing from 3 percent in 2003 to 12 percent in 2004. In light of continued market acceptance and deployment of broadband telephony, the FCC’s UNE-P ruling is driving UNE-P based CLECS to look for alternative offerings. Small to medium sized CLECs also view a transition to broadband telephony as a way to lower operational costs and to capitalize quickly on new market opportunities presented by VoIP. Platform Experts’ SiPX, the company’s newest product based on Excel, enables CLECs to operate as VoIP broadband phone service providers.

“The Excel-based solution from Platform Experts has allowed us to capitalize on new market opportunities provided by VoIP without comprising our existing service offering or customer base,” said Bob Charish, chief operating officer at Xchange Telecom. “We see a migration from UNE-P to broadband as a viable way to continue to grow our business. We have been able to quickly add new subscribers and customize our service offerings on the fly.”

Xchange Telecom, Inc., a facilities-based provider of local, long distance, calling card and prepaid services, launched a broadband telephony service called Sipmedia in August 2003 with SiPX as the foundation. The VoIP phone service is currently marketed under the myPhoneCompany brand and has created a credible alternative to UNE-P for Xchange Telecom by using the Internet instead of leasing telephone lines to provide dial tone service to customers.

Currently, Xchange Telecom is providing IP dial tone in more than 25 countries and offering an array of SIP-based services including wholesale, prepaid and dial-around services, where subscribers can call into a local number and dial out from there. At the same time, Xchange Telecom is able to continue to service its traditional TDM business.

SiPX allows CLECs to augment their existing infrastructure to include features that will attract new customers, like IP Centrex. Based on Platform Experts’ flagship product, the ExcelESP, carriers can fully customize Class 4 and Class 5 features in both TDM and IP environments. Platform Experts has close to 500 configurable options that service providers can fully customize with features including a full suite of Class 5 functionality such as caller ID, call waiting, 3-way calling, voicemail, call transferring, and more.

“We’re excited to be part of Platform Experts’ SiPX voice over broadband solution. SiPX directly addresses the market need for a scalable, cost-effective solution,” said JC Murphy, Excel president. “Often we hear service providers say they’d like to provide VoIP-based end-office services, but they can’t afford the large start-up costs involved with integrating softswitches, gateways and application servers from multiple vendors. SiPX solves this issue.“

Adds Charish from Xchange Telecom, “Excel’s open architecture capabilities on the TDM side has made it a predominant player in the programmable switch arena for years. Now that they have extended these capabilities to fully support VoIP, and coupled with Platform Experts’ flexible and cost-effective software, we have really been able to take advantage of the market’s leading carrier grade platform to get an edge on our competition, while avoiding the looming issues of UNE-P.”

Platform Experts solutions are built on Excel’s CSP 2090, and deployed as an integrated media gateway, media server and signaling gateway. With over 30 small to mid-sized carriers worldwide, including deployments in Europe, North America, South America and the Middle East, Platform Experts offers a full spectrum of TDM and IP-based enhanced services, once reserved for only the largest providers.

“Mid-sized carriers are increasingly evaluating their business models, and through our partnership with Excel, we have built the most flexible, protocol agnostic and feature-loaded platforms that are helping carriers enter new markets, offer competitive services and/or transition to VoIP,” said Josh Newman, president of Platform Experts. “With Excel’s CSP 2090 as the core of our product offerings, our solutions offer a full spectrum of services through a unified design that allows custom modifications to be accomplished easily, thereby reducing the time to market of new services to days instead of weeks.”
